These are very common to find actually. These were all handed out years after the war has ended (would be nice to know why actually??). The majority is indeed from the 70's but I've also seen many from the 60's and 80's.
My understanding is suspicion and bureaucracy? The paper with the book is dated 1975 telling her she is entitled to the book and asking for a photo for the book. The book is dated 4 years later.
