Nice photo. Yes, clearly after the invasion as you stated. As MAP noted, none of them are armed, so it's during the occupation. The one NCO in helmet, belt and gloves is probably "on duty" while the guys in their side caps, no belts, no gloves are the ones who were fishing. The helmeted NCO may be carrying a sidearm on his left side, but not visible in the photo.
