The collars appear to be fakes to me, I will leave it to others to comment about the Jacket.

I think this garment started its life as an East-German NVA tunic. (Notice the piping to the cuff turn-ups.) No doubt that's also the reason why the buttons were replaced, as the NVA ones with their outer border would have been an even more instant giveaway.
Other random observations: The collar patches are fake and extremely crudely applied, the twisted cord piping across the rank patch is complete nonsense (it's not the rank lace used by the SS and this rank wore a completely blank patch anyway), the sleeve rank patch is not an SS one, there is no sleeve eagle or at least a trace that there ever was one...
In addition to the points made previously I will add my observation that the fake aging is a deliberate attempt to fool a buyer. The ghosting around the buttons stands out as an area that was sprayed with some unknown substance to look old. NH
